Starbloom Streaming Community Guidelines (SFW)

1. Introduction and Purpose

Starbloom Streaming Inc. (“Starbloom”) is committed to maintaining a safe, inclusive, and creative community for all users. These Community Guidelines (“Guidelines”) establish the standards of conduct and content that apply to the SFW portion of the Starbloom platform.

These Guidelines govern all SFW content across three content tiers: General (13+), Mature (16+), and Adult SFW (18+). They apply to all content formats available on the platform, including livestreams, short-form video, long-form video, VODs, text chat, comments, direct messages, user profiles, bios, and image uploads.

++The NSFW Section of the Starbloom platform is governed by a separate set of content policies and is not addressed in these Guidelines. See the NSFW Section Community Guidelines.++

These Guidelines are incorporated by reference into the Starbloom Terms of Service (Section 16.1) and form part of the binding agreement between each user and Starbloom. All users are required to comply with these Guidelines as a condition of accessing and using the platform.

Violations of these Guidelines may result in content removal, account restrictions, temporary suspension, or permanent account termination, as described in Section 10 of these Guidelines.

Starbloom reserves the right to update these Guidelines at any time. Material changes will be communicated to users in accordance with the notice provisions set forth in the Terms of Service (Section 1). Continued use of the platform following the effective date of any revised Guidelines constitutes acceptance of those revisions.

2. Content Tier System

2.1 Overview. Starbloom organizes SFW content into three tiers based on audience age and content intensity. Creators and Viewer Account holders who upload content are responsible for correctly classifying every piece of content they publish into the appropriate tier. Misclassification constitutes a violation of these Guidelines and the Terms of Service (Section 4.2(f)). Repeated or intentional misclassification will result in escalating enforcement action as described in Section 10.

2.2 General Tier (13+). This tier is available to all registered users aged 13 and older. Content must be suitable for a broad audience, including minors. All content published in this tier is subject to full content moderation.

2.3 Mature Tier (16+). This tier is available to users aged 16 and older. The Mature Tier permits moderate language, moderate depictions of violence, and discussion of sensitive themes with appropriate context. All content published in this tier is subject to full content moderation.

2.4 Adult SFW Tier (18+). This tier is available to users aged 18 and older. The Adult SFW Tier permits strong language, graphic violence in context, controversial or politically sensitive material, and certain categories of partial nudity as defined in Section 5.4. Sexually explicit or NSFW content is not permitted in this tier; such content is restricted exclusively to the NSFW Section, which is governed by the NSFW Section Community Guidelines. Content in this tier is subject to limited moderation focused on legal compliance and enforcement of these Guidelines.

3. Universally Prohibited Content (All Tiers)

The following content is prohibited across all SFW tiers, all content formats, and all account types, without exception.

• 3.1 Child Safety. Child sexual abuse material (CSAM) in any form, including AI-generated material. Grooming, solicitation, or sexual exploitation of minors. Any sexualized depiction of individuals under 18. Starbloom reports all identified CSAM to NCMEC and applicable law enforcement authorities.
• 3.2 Nonconsensual Intimate Imagery. Nonconsensual intimate visual depictions of any person. AI-generated or digitally altered intimate imagery of real individuals without documented consent. Consistent with the TAKE IT DOWN Act and applicable state law, removal requests are processed within 48 hours per Terms of Service Section 4.4.
• 3.3 Sex Trafficking and Exploitation. Promotion, facilitation, or solicitation of sex trafficking or prostitution.
• 3.4 Terrorism and Violent Extremism. Promotion, recruitment for, or glorification of designated terrorist organizations. Glorification or incitement of mass violence. Distribution of manifestos or propaganda produced by perpetrators of mass violence.
• 3.5 Threats of Real-World Violence. Credible threats of physical violence against individuals, groups, or specific locations. Encouragement or solicitation of violence against identified targets.
• 3.6 Doxxing and Privacy Violations. Sharing private personal information without consent, including home addresses, phone numbers, financial information, government-issued identification, and medical records. Revealing another person’s real identity without consent. Unauthorized recording or sharing of private communications.
• 3.7 Intellectual Property Infringement. Unauthorized use of copyrighted material, subject to the DMCA process set forth in Terms of Service Sections 5.4 and 5.5. Unauthorized use of trademarks. Rebroadcasting or redistribution of another creator’s content without permission.
• 3.8 Illegal Activity. Content that promotes, instructs on, or facilitates conduct illegal under applicable law. Depiction of the commission of illegal acts on stream or in uploaded content.
• 3.9 Drugs and Controlled Substances. Use, display, promotion, or glorification of illegal drugs or controlled substances in any tier, including Adult SFW. Instructional content on the manufacture, cultivation, or synthesis of controlled substances. Sale or solicitation of controlled substances.
• 3.10 Platform Manipulation. Use of bots, scripts, or automated tools to inflate engagement, follow counts, or viewership. Coordinated inauthentic behavior, including brigading, astroturfing, and vote manipulation. Circumvention of age verification, content filtering, or other platform security features.
• 3.11 Spam and Phishing. Unsolicited bulk messaging, link spam, or repetitive promotional content. Phishing links, malware distribution, or social engineering attacks.

4. Conduct Standards (All Tiers)

The following conduct standards apply to all users across all SFW content tiers, all content formats, and all account types.

4.1 Harassment and Bullying. The following conduct is prohibited: sustained, targeted harassment of individuals on stream, in chat, in DMs, or across any content format; mob harassment, coordinated pile-ons, or brigading; unwanted sexual attention or sexually charged messages directed at another user; and encouraging or directing a community to harass another person.

4.2 Hate Speech and Discrimination. Content that attacks, dehumanizes, or incites violence or discrimination against individuals or groups based on race, ethnicity, national origin, religion, sex, gender identity, sexual orientation, disability, serious medical condition, veteran status, or age is prohibited. This includes the use of slurs directed at individuals or groups based on protected characteristics and the use of hateful symbols, imagery, or coded language intended to demean protected groups.

4.3 Impersonation. Impersonation of other users, public figures, Starbloom staff, or brands with intent to deceive is prohibited. Parody and fan accounts are permitted provided they are clearly labeled as such in both the account name and bio.

4.4 Misinformation and Deception. Deliberate dissemination of materially false information likely to cause real-world harm (e.g., dangerous health misinformation, false emergency alerts, election interference) is prohibited. Manipulated media, including edited clips or out-of-context footage, presented as authentic with intent to deceive is prohibited. Starbloom does not adjudicate matters of political opinion, satire, or good-faith error.

4.5 Political Content. Political information, discussion, analysis, and commentary are permitted in all tiers where age-appropriate. Campaign solicitation, political propaganda, political advertising, and paid political promotions of any kind are prohibited across all tiers.

5. Tier-Specific Content Rules

5.1 General Tier (13+). The following rules govern content classified under the General Tier.

5.2 Mature Tier (16+). The following rules govern content classified under the Mature Tier.

5.3 Adult SFW Tier (18+). The following rules govern content classified under the Adult SFW Tier.

5.4 Partial Nudity Rules (Adult SFW 18+ Only). Bright-line rule: breasts must be covered. This rule applies uniformly to all creators regardless of gender identity; it is body-part-based, not identity-based.

Body Painting Exception (Adult SFW 18+ Tier Only): Body painting streams are permitted in the Adult SFW Tier only. Pasties or nipple covers are required at minimum throughout the entire stream. Underwear is required at all times; no full nudity is permitted at any point. Content must be tagged using Starbloom’s content tagging tools. Thumbnails for body painting content must comply with General (13+) standards.

5.5 Thumbnail, Preview Image, and Discovery Asset Rule. All thumbnails, preview images, and profile banners must comply with General (13+) Tier standards, regardless of the content tier of the underlying video or stream. Prohibited elements include shirtless content, visible bra as a focal element, emphasized bulge or buttocks, and depictions of substance use, gambling, or graphic violence. These assets surface in cross-tier browse feeds, search results, and recommendation carousels accessible to all users, including minors.

6. Livestream-Specific Rules

The following rules apply to all livestream broadcasts on the Starbloom platform, in addition to all other provisions of these Guidelines.

• 6.1 Continuous Tier Compliance. Content must comply with the applicable tier classification at all times during a broadcast. A momentary lapse does not excuse a violation; streamers must take immediate corrective action if content deviates from the selected tier.
• 6.2 Responsibility for Guests and Participants. Streamers are responsible for the conduct of all on-screen guests, co-streamers, and other participants appearing in their broadcast. A guest’s violation of these Guidelines may result in enforcement action against the hosting channel.
• 6.3 Chat Moderation. Streamers must actively moderate their chat or appoint moderators to enforce these Guidelines within the chat environment. Persistent, unmoderated violations in chat may result in enforcement action against the channel.
• 6.4 Content Warnings. Streamers must provide a clear content warning before transitioning into sensitive themes during a broadcast, giving viewers adequate notice to disengage if they choose.
• 6.5 Raids and Hosts. The receiving streamer is not responsible for the conduct of a raiding community upon arrival. However, if persistent violations originate from a specific raiding channel on a recurring basis, Starbloom may take enforcement action against the raiding channel.
• 6.6 IRL Streaming. Streamers broadcasting in real-world settings must respect bystander privacy, must not stream in locations where recording is prohibited by law or posted policy, and must not interfere with emergency services or law enforcement operations.
• 6.7 Co-Streaming and Multi-Creator Broadcasts. When multiple creators participate in a single broadcast, the stream must be classified according to its most restrictive content. All participants are bound by the tier under which the stream is broadcast.

7. Chat, Messaging, and Community Features

7.1 Stream Chat and Comments. Stream chat and comment posts are subject to the same content tier as the associated stream or content. Users participating in chat or comments must comply with all applicable tier-specific rules set forth in Section 5, the universally prohibited content rules in Section 3, and the conduct standards in Section 4.

7.2 Direct Messages. All universal prohibitions set forth in Section 3 and all conduct standards set forth in Section 4 apply to direct messages. Unsolicited sexual content or intimate imagery sent through direct messages is prohibited regardless of the content tier of either user’s account. Violations of this provision may result in immediate enforcement action, including account suspension or permanent ban.

7.3 User Profiles, Bios, and Display Names. User profiles, bios, and display names are visible across the platform to all users, including minors. All such content must comply with General (13+) tier standards at all times. Content that would be permissible only in the Mature (16+) or Adult SFW (18+) tiers may not appear in any profile field, bio, or display name.

7.4 Custom Emotes and Stickers. All custom emotes and stickers are subject to review by Starbloom prior to approval. Emotes and stickers must conform to the content tier in which they are displayed. Emotes and stickers that are visible platform-wide, including in cross-tier contexts such as search results and recommendation surfaces, must meet General (13+) tier standards. Starbloom reserves the right to reject or remove any emote or sticker that violates these Guidelines.

8. AI-Generated and Synthetic Content

8.1 Mandatory Labeling. All AI-generated or AI-assisted content published on Starbloom must be labeled as such using Starbloom’s designated disclosure tools. This obligation applies to every content format, including livestreams, short-form video, long-form video, VODs, text chat, comments, user profiles, bios, and image uploads. No exceptions are granted based on content tier or the degree of AI involvement in the creation process.

8.2 Deepfakes and Synthetic Likenesses. AI-generated voices, faces, or likenesses of real persons require documented consent from the depicted individual before publication on the platform. Use of a real person’s likeness through AI-generated or digitally synthesized means without such documented consent is prohibited and may result in immediate content removal and enforcement action under Section 10.

8.3 Deceptive Synthetic Media. AI-generated content presented as authentic real-world footage with intent to deceive constitutes a violation of the misinformation policy set forth in Section 4.4 of these Guidelines. This prohibition applies regardless of content tier, format, or subject matter.

8.4 Tier Classification Obligations. The method by which content is created does not alter the creator’s obligation to classify that content into the correct tier. AI-generated content remains subject to all tier-specific content rules described in Section 5, all universally prohibited content rules in Section 3, and all conduct standards in Section 4. A piece of content that would violate these Guidelines if produced by conventional means is equally prohibited when produced through AI or synthetic generation.

9. Advertising, Sponsorships, and Paid Promotions

9.1 Disclosure Obligations. All paid partnerships, sponsorships, affiliate links, and gifted products must be clearly and conspicuously disclosed at the point of promotion. Disclosures must be consistent with the FTC Endorsement Guides and applicable international equivalents. Creators must use Starbloom’s built-in sponsorship disclosure tools where available.

9.2 Gambling Sponsorships. Gambling-related sponsorships and affiliate arrangements are permitted in the Adult SFW (18+) tier only and require mandatory disclosure in accordance with Section 9.1.

9.3 Prohibited Advertising Categories by Tier. The following restrictions apply to advertising, sponsorships, and paid promotions within each SFW content tier:

9.4 Political Advertising. Paid political promotions, campaign solicitations, and political advertising of any kind are prohibited across all SFW tiers, as set forth in Section 4.5.

9.5 Enforcement. Failure to disclose a material sponsorship or paid promotion, or placement of a prohibited advertisement within a restricted tier, constitutes a violation of these Guidelines and may result in enforcement action under Section 10.

10. Enforcement Framework

10.1 Enforcement Actions. Starbloom may take any of the following actions in response to a violation of these Guidelines, at its sole discretion:

• Verbal or written warning.
• Content removal.
• Mandatory content reclassification to the correct tier.
• Temporary suspension at the channel, chat, or account level.
• Permanent account ban.
• Referral to law enforcement.

10.2 Enforcement Principles. Enforcement decisions account for the severity of the violation, the creator’s compliance history, the applicable content tier, the apparent intent, and the potential for real-world harm. Starbloom employs a combination of automated detection tools and human moderators; all final enforcement decisions are made by human moderators. The internal enforcement escalation framework is not publicly disclosed.

10.3 Zero-Tolerance Violations. The following violations result in immediate permanent ban and referral to law enforcement without prior warning: child sexual abuse material (Section 3.1), credible threats of real-world violence (Section 3.5), and terrorism or violent extremism content (Section 3.4).

10.4 Appeals. Users may appeal any enforcement action through Starbloom’s appeals process. Each appeal is reviewed by a moderator who was not involved in the original decision. For users located in the European Union, appeals and internal complaint handling comply with DSA Article 20 requirements, including the provision of a statement of reasons for each content moderation decision.

10.5 Transparency. Starbloom publishes periodic transparency reports on enforcement activity. For EU users, transparency reporting complies with applicable Digital Services Act obligations.

11. Reporting Mechanisms

Starbloom provides multiple channels through which users may report content or conduct that violates these Guidelines. All reports are treated confidentially to the extent permitted by law.

• 11.1 In-App Reporting. A reporting function is available on all content, user profiles, chat messages, forum posts, and direct messages. Users may access this function through the designated report icon or menu option associated with each piece of content or account.
• 11.2 Web Form. Users may submit detailed reports, including supporting evidence and context, through the reporting form available at [designated URL not provided].
• 11.3 Email. Reports may be submitted by email to [trust-and-safety email address not provided].
• 11.4 TAKE IT DOWN Act Requests. Requests for removal of nonconsensual intimate imagery, including AI-generated intimate imagery, must be submitted through the dedicated process specified in the Terms of Service (Section 4.4). Starbloom will process valid removal requests within 48 hours of receipt.
• 11.5 DMCA Notices. Notices of alleged copyright infringement must be submitted to Starbloom’s designated agent in accordance with the procedures set forth in the Terms of Service (Sections 5.4 and 5.5).
• 11.6 Priority Handling. Reports involving the following categories receive expedited review: (a) child safety, including suspected CSAM or exploitation of minors; (b) credible threats of real-world violence; and (c) nonconsensual intimate imagery. Starbloom prioritizes these categories to minimize ongoing harm and to comply with applicable legal obligations.

12. International Compliance

12.1 EU Digital Services Act. For users located in the European Union, Starbloom provides notice-and-action mechanisms for reporting illegal content, internal complaint-handling procedures, and a statement of reasons for each content moderation decision, in compliance with the Digital Services Act (Regulation (EU) 2022/2065). Transparency reporting for EU operations is published in accordance with applicable DSA obligations.

12.2 Protection of Minors (EU). Starbloom’s tiered content system and age-gating measures are designed to align with the European Commission’s July 2025 guidelines on the protection of minors under the Digital Services Act. Starbloom will adapt its minor-protection measures as these guidelines are updated or supplemented.

12.3 Geo-Restriction. Content that is lawful in one jurisdiction may be unlawful in another. Starbloom reserves the right to geo-restrict or remove content as required by applicable local law, including in response to valid orders from competent authorities.

12.4 UK Online Safety Act. Starbloom complies with applicable duties under the UK Online Safety Act 2023 regarding user-generated content, the protection of children, and the management of illegal content on the platform.

12.5 Local Hate Speech Laws. Content moderation decisions account for jurisdiction-specific hate speech prohibitions where applicable. Content that may be permissible under the laws of one country may be restricted or removed in jurisdictions where such content is unlawful.

12.6 General Principle. Starbloom monitors developments in international content regulation and will update these Guidelines and its operational practices as necessary to maintain compliance with applicable laws in the jurisdictions where the platform operates.

13. Updates and Community Input

13.1 Right to Update. Starbloom reserves the right to modify, amend, or replace these Guidelines at any time as community standards, applicable legal requirements, and platform features evolve. Any such modifications become effective in accordance with this Section 13.

13.2 Notice of Material Changes. When Starbloom makes material changes to these Guidelines, affected users will be notified through in-app notification, email, or both. Material changes will not take effect until at least thirty (30) calendar days after notice is provided, unless a shorter period is required to comply with applicable law, a court order, or an urgent safety concern. The notice will identify the specific sections that have been modified and summarize the nature of the changes.

13.3 Changelog and Version History. Starbloom will maintain and publish a changelog alongside these Guidelines. The changelog will include the date of each revision, a summary description of the changes made, and the version number of the revised Guidelines. Prior versions will remain accessible through the changelog for reference.

13.4 Community Feedback. Users may submit feedback, suggestions, and concerns regarding these Guidelines through the designated feedback channel available at support@starbloomstreaming.com. Starbloom will review community feedback on a periodic basis and may, at its sole discretion, incorporate feedback into future revisions. Submission of feedback does not create any obligation on the part of Starbloom to adopt or respond to individual submissions.

13.5 Continued Use. Continued use of the platform after the effective date of any revised Guidelines constitutes acceptance of the revised Guidelines. Users who do not agree with the revised Guidelines must discontinue use of the platform prior to the effective date.
